<div style="text-align: justify;">Since
the introduction of governmental regulations in organic farming, there
has been a tendency in a number of countries for organic certification
bodies to change their priorities. Whether intentionally or
unintentionally, these certification bodies have moved from being
service providers for their clients, the certified operators, to
becoming agents of the government. In some countries certification
bodies can no longer sanction operators, and in many places operators
can appeal certification decisions directly to a government authority.
Not only is this a technical and formal problem, much worse, it is a
shift in the role of organic certification bodies, and fundamentally
