“Further Development of Organic Farming Policy in Europe, with Particular Emphasis on EU Enlargement'' (EU-CEOPF)

The EU-CEE-OFP project,which is now completed, identified how the complementary development of OrganicFarming in both existing EU states, Switzerland, and in Central and Eastern European (CEE)Accession states can be fostered through policy design and innovation. <br />&nbsp;<br />Analysis of the effects oforganic farming policy after 1997. Identification of new policy instruments tosupport organic farming sector. <br />&nbsp;<br /><br />Addressing the issue ofcomplementarity requires a detailed knowledge of present conditions at bothproduction and policy levels. At the production level, it was necessary togather data on the structure and development of the OF sector. At the policylevel, it was necessary to know the existing policy measures and their impactson that structure in order to identify policy instruments that are successfulor have the desired impacts. Having decided what is successful and from ascientific perspective desirable, one must also be concerned with the politicalacceptability of OF relevant policy instruments and the opportunities availablefor reform of these instruments. <br />&nbsp;<br />The results of our researchallowed national and EU policy-makers: <br />&nbsp;<br />•&nbsp;&nbsp;&nbsp; to better define the parameters for the further development of European Organic Farming Policy <br />&nbsp;<br />•&nbsp;&nbsp;&nbsp; to set objectives for desired farm structures and patterns of production <br />&nbsp;<br />•&nbsp;&nbsp;&nbsp; to elaborate policy instruments that are likely to succeed in achieving the desired restructuring. <br />&nbsp;<br />The project covered allEU-15 member states, Switzerland and CEE Accession states (Bulgaria, CzechRepublic, Estonia, Hungary, Lithuania, Latvia, Poland, Romania, Slovenia,Slovakia) <br />&nbsp;<br />http://www.irs.aber.ac.uk/EUCEEOFP/ <br />&nbsp;<br /><br />Häring A.M., Vairo D.,Dabbert S., Zanoli R.
